It's similar to when the police are breaking the speed limit by 20 mph then sudddenly notice your blinker is out so they pull you over or when they're running a read light and they decide you pulled out in front of them.
So did he write himself a ticket for not having his vehicle in control at all times? I DOUBT IT!
